For Kashmir, climate litigation could serve as a turning point. The region’s vulnerabilities are layered: rapid glacier retreat threatens agriculture, hydropower, and water security; pastoral and tribal communities face existential risks to their livelihoods; and the absence of robust climate adaptation planning leaves citizens exposed to disasters.
